Miscommunication Bad service

Miscommunication : ordered a phone last month and i was told to have my it delivered i need to pay for customs fee of which it was almost 30% of the phone. As i couldn't raise funds i had to cancel my order amd i was told to wait for 21 days to get my refund.. Yet im on 30th day waiting now they dont even answer calls nor reply. They just blue tick you and their call services doesn't go through... Yet they do reply to new numbers.
