How are they allowed to operate in this country?

Got a request to pay R375 taxes on an item worth R650 from Aliexpress. After a month of refusing to pay because Speedaf and Miele logistics could not provide me with a customs invoice (my right under the CPA), they returned the item to China and I was refunded by Aliexpress Luckily I had ample evidence for my case by way of screengrabs. DO NOT PAY THESE ************S!
