Spektramed cant pay anymore

I obtained pre-authorisation for dental work in September 2014, and my dentist submitted the claim to Spektramed, and after 6 months, they have not yet been paid. All the many calls from myself and the dentist, receives the same response \we will pay"or \""we will resubmit for payment\"""
