Un ethical business practice

I'm very disappointed in specs savers, my child had a referral from the clinic as she had some eyes problems and needs glasses for reading, the clinic did an eye test and gave a referral letter to spec savers vaalmall, I got there I was told they needed to do a eye test and cost R570 which I don't understand as the test was done initially why should have to pay again for another Test, this feels biast, if I had the money in the 1st place I'd gl directly to specsavers for the test, or is this fee just to discourage people from getting glasses there mind you the company gets paid by the health department for the glasses their not free why should people be asked to pay for another Eye test makes no sense.
