Misleading clients

I have received a message about my spectacles expiring and i visited the specsaver BRANCH IN Middestad Mall to have my new glasses. The owner of the branch refused me to apply for the R 1500 off promotions by claiming that Momentum Medical Aid insurance does not qualify even though i have been using the promo before. She claimed that it is the new T&C that have ben implemented this year. I logged a complaint and she called and changed and said that the medical insurance is offering packages hence i do not qualify which when i investigated these claims they were untrue. I am still with no glasses and she has not bothered to call and follow up even though she was misleading with the information she provided. Why does Spec saver continue to run the promotions and have a certain owner do as they please.
