Unacceptable behaviour of employee regarding health and safety sanitizing regulations

Employee at the securities go about their job catching up and forgetting that they should be sanitizing customers upon entry. The lady sanitized my arm and when I notified her of how it's not my arm that she should be sanitizing but my hand instead,the response I got was "it's a sanitizer at the end of the day." I was not happy with her behaviour to which I informed her to have her cause a scene Infront of other customers of how it doesn't make a difference and would not apologize. I decided to lay a complaint to the department manager,Anesh,who went to her to address the issue where she still decided to shout at me an cause a scene. I decided to walk away and have it escalated because I was not pleased with how the manager himself could not address and resolve the dispute.
