They don't do specials

I was shock to find out that Tops @ Elsburg doesn't do specials when all the tops around the country are doing so, I was told by the cashier that the manager doesn't want or comply with spar when specials are happening. meaning he doesn't run specials.<br> <br> I don't know the policy when it comes to spar franchise but this is not good for business. We have to leave our area and go elsewhere to buy.
