Spur is the only store that tells customers to purchase with R30 before they give cash back

Spur Both in the Eastern Cape and Gauteng the only store that has a rule that you must purchase with R30 before they give you a cash back. I am not sure if this retail doesnt have agreement with the banks like other stores. Can one explain to me guys maybe there is something that I dont understand
