Special placed at wrong products and the actual product nowhere on shelves

Bought dog food at Spar in Melville. They put the bobtail special directly above the pro-balans and under the canine cuisine. Got to the til and the pro-balans was twice the price as we saw on the special. Went back to the shelf and saw it's the bobtail that's on special. Bobtail was nowhere to be seen. It's really *********. The manager tried to pass the blame on the staff and she said she'll give our money back and we can leave the food. Shouldn't we get the product for the price that's on the shelf directly above the product? It's a pity that's how the store is managed, because the staff are really friendly and they give excellent service, while they get blamed for ********* behavior.
