Spar quality control degraded

Spar quality control seems to have degraded or they are trying to fool us with false advertising, we bought a pack of 18 roll toilet tissue 2 ply SPAR branded at middelburg mall today nobody would suspect toilet paper to have any mistakes or so forth but this product was actually packed by packers in this spar for customers to buy within the pack os only 17 rolls and 1/3 roll. Now if these employees could not care to remove such a product from the inventory before customers buy it then how can they be trusted to ensure that fresh products remain fresh. I have the sealed pack and pictures of it still if needed for proof.
