Robbing the Hood!

I'm a employee of a store in Pinecrest Centre and when I don't carry lunch I would tend to buy something to eat from Spar which is across the road. So of late I have been noticing that the Cashier would never give the customers their 10cent change. This has happened to me on numerous occasions. So my question is...are the staff told not to give it to the customers? I ask this because a trainee wouldn't also give the 10cent. The amount I'm complaining about sounds petty but how many people are not getting the 10cents back? Spar is robbing the customers of money because one way or the other the cashier should be in trouble, reason being he or she would be over in the tills for not give the 40 people who were ****** of 10cent. Spar needs to look into this because this is not right, it's **************** under our nose.
