Refusing to give me back my money

I've been waiting for ferndale Spar to reverse my money for three weeks now. Calling, following up on MY money that SPAR took, getting nothing but "wait 48 hours, we're following up" until these 48 hours turned into 3 weeks. Who does that to people?
