Rats infestation

Good day I've just bought rolls from Spar Linton grange and when I got home noticed that rats or mice have chewed through the packaging and the rolls I would just like to know how does one contact health inspectors because this is clearly not the first time someone has complained about this problem and I'm also being told no management available to help solve this problem or produce proof of fumigation
