Promotional items not available on dates advertise

It happens regularly that items advertised ( Green Tag Sale ) are not available at our local Amalinda Spar. So frozen vegetables , 2 l cooking oil and frozen chips were not on the shelves about 10 days ago. We went to Spar on 4 consecutive days, also checked Spar in Berea, Vincent. None of these items were available on those days. On the new promotion the olive oil offered was not in stock yesterday (11-03-2015 ). If items are advertised they should be in the store. A lame excuse is that they ran out of stock when it is quite clear that there has never been any stock. As far as I am aware this could be reported to the consumer council and is *******.
