Losing of parcels at parcel counter

We have luggage lost at the parcel counter. Told that its parcels left at owner's risk.

Why are we left to safe guard our parcels and expected to be doing shopping at Spar.

I was told to go open a case at the police station for missing goods. Logically this does not hold. What recourse can be suggested in such. Lost kids uniforms in this. And they replayed the cctv and proved that we were not pulling a fast one on them.
