Bothering customers about parcels whereas there are cameras in the store

Why do you put in cameras at your stores if you're gonna run after customers to leave their parcels at a counter where it's written "leave parcels at your own risk". There's this lady at the store who expected me to leave my laptop bag with a laptop in it at a parcel counter. Where's a notice was written saying you leave parcels there at your own risk which is clearly not safe.
