been without water for the past 5 days

Well I ran out of water (meter water) that was no problem I went to Spar to try and pay for my water bill but when I got there I was told that they are unable allow me to pay for my bill because, due to renovations, their water system is offline... Since Thursday I've been told to come the following day to check for it but without success... How am I to survive with no running water simply because a big company such a Spar did not conduct its project management properly this is unacceptable.
