Bad customer service

I have made a reservations for me and my family to Stayeasy City Bowl via Southern Sun reservation department. I got assisted by person by the name of PEBANEA, the receptionist emailed me the pro forma and informed me that i must pay 50% to secure my reservation. I then made a R10 000 deposit 10 days later for my 2 rooms and i remained with a balance of R7600 which was said i can pay it at any time before or on departure. Today i call the Stayeasy City Bowl to check my bookings and if everything is fine since my travelling dates are two weeks away. I got a shock of my life, i was told by one of the receptionist that my balance must be paid upon arrival because there's a special terms and conditions that is in place. I then went to the Southern Sun reservations terms and conditions where i read paragraph 17 which says that payment of balance is payable upon check out. I then requested to speak to the manager, Mr Luvo Buyeye answered the phone and confirm that he is the manager. He indicated to me that the special terms and conditions are in place and it should have be explained to me when i made the telephone reservation and since it was not explained he don't know what to do. As a manager there's no consequence plan put in place accept to shift the blame and say the receiptionist should have explained.
