Disappointed tenant

When I moved in the agent sold me a dream. The place is the worst I've lived in; every month there'll come a time to throw out ruined groceries because there was no power for 3 weeks at times. The whole of August and most of September we didn't have water and in October we've only had water for a week. So much for living in an estate. If you owe R15 in rent they cut off your services and can lock you out of your unit. The AFHCO employees are rude and are not willing to assist with any query. Apparently this has been happening for a couple of years now. Loud music and parties has become a norm. Disappointing to be honest.
