Refusal to write the examinations

I'm a first year bridging course student at Excelsius Nursing College registered in January 2017. In September this year on the 13th while I was on my practicals Iwas called to the college to be informed about the letter that was sent to the college stating that I'm not legible for entry into the examinations as I have been off the register since January. I later found that the reason for my removal was that I paid an annual registration fee which was short of R20. 00. The letter futher stated that I will have to make up for the practical and theoretical hours which I obtained while I was off the register. The council's Act No:33 of 2005 under the removal of name from the register clearly state that the council should have informed/notified me in writing when they removed me from the register in January2017. The council does not wanna acknowledge the fact that they had a responsibility of imforming me in time as I could have paid the penalty fee while the was still time. I'm being punished for the failure of the college and the council to verify that all my documents where correct. I paid the penalty (restoration ) fee on the 19 September. I tried engaging the union(NEHAWU) in the matter but they couldn't help. I should be writing the exam tomorrow and on the 6th of November. Your help in this matter will be highly appreciated.
