Phillipine recident and SA visa

I NEED ADVICE. I am struggling to get a Philippine resident that needs to visit South Africa for a few weeks an visa at S.A consulate in Manila. Everything they asked for is provided twice and they are still refusing but don't give an answer why. Is there anyway this can be taken to an higher authority there?
