non existant poor service

I have been calling non stop to them but no one pick up the phones. If someone picks up after numerous exhausting attempts, they send you through to the relevant department that never picks up also. I'm frustrated with the service that is non existent and poor.

I don't know what is the role of this council as they don't serve the community they suppose to regulate. It looks like the community do the regulation themselves.

The only time activity is happening, is when its registration time and money are collected, we should call the council a collections agency.
