Complaint. Job not done and won't give refund

On 24 June 15 I took in my LG DVD Recorder to be repaired. I collected it 3 weeks later and paid R540.00 in cash for the repair. When I got home I tested it and the problem had not been repaired. I called Norman and took it back. For past 5 Months I keep getting excuses that he's waiting for spares etc. Finally he tells me he can't repair and will refund and will call me when to collect. I have been calling every week and he says he doesn't have money to refund me. Last week I told him I will give him a week to get refund and I will come collect. I went there today and collected DVD, clearly heard rattles inside dvd that weren't there before but he says doesn't have refund to give me. I need to get my money back but he says he doesn't have it. How does one run a business like this? He kept my dvd for 5 Months never once did he ever call but waited for me to call.
