Johannesburg municipal account

I owe municipal I made an arrangement to pay month end But I am billed on th 15th each month which means my payments are always late, so today I went to this house for them to bill me month end . They say they can’t do it meaning I will always receive pre termination letters and have to pay termination letter fee and also have to face termination of services. The R1500 they want me to pay I don’t have I don’t know what to do
