cellphone delivery

just wanna place a complain been waiting on my parcel from mtn dsv keep on returning my parcel to johannesburg i dont understand why they doing that been communucating with mtn they sent email to dsv but still they dont want to release my parcel am in cape town, parcel was in cape town monday today its thursday still no arrangements made again they returned just so which who so ever is incharge to look into my matter their service is very poor i need my parcel to be delivered to me or given a valid reason cause as far as am concern mtn sent my parcel to them am still communucating with them even went to the branch to complain they said i must contact dsv but no one gives me a call or a reason my question is are they paid to hold on parcels or deliver?
