With holding Certificates

SomaSense Acadamy Vanderbijlpark with hold my massage & grooming certificates after exams has been successfully completed and fully paid due to a personal clash with lecturer on 21 Sept'18..... Today, 7 Dec'18 is exactly 10 weeks which this lady does not respond to my phone calls & emails where I requested my certificates.

Is this legal?? What should I do???
