Electricity Bill keeps going high ridiculously

I am an owner of a Unit at ProteaGlen Estate (Soweto) - also very upset with my latest statement which gives me no joy at all. I am also paying an outstanding amount which I do not know came from I have raised it with Solver but still no resolution.
For period 01/06/205 - 01/07/2015 my total bill was R 2 238.24 of which i paid R 1 700.00 on 25/06/2015 (payments i make never reflect on any monthly statement i get from Solver this is concerning). My outstanding balance then became R 538.24 which in month July this amount was brought forward to R848.88 (outstanding balances are charged at 2% per month and 24% per annum according to my calculations this is not correct they are charging way more than 24% per annum in a month, One will never go out of this outstanding amount at the rate you Solver charging).
For period 01/07/2015 to 01/08/2015 the statement states i owe R 2 727.55 now lets minus \R 848.88"as an outstanding balance this leaves an amount of R 1 900.00 - How on earth can ones monthly bill in Soweto equate to this
Now Solver wants to charge a flat rate of R 450.00 based on what? please can this ridiculous billing stop and be fixed and stop using Eskom as an excuse!

"""

Dear Tebogo,

Our apologies for the late response but we only recently opened a HelloPeter account. Be that as it may, kindly note that all utility charges are calculated on what the meter states with the relevant rate published by the relevant authorities. We also take photos of all our meters so if you have any further queries in this regard, please do contact our offices and we will try to assist where possible.

Kind Regards,
