Blocking remote control access to owners home - ******** intend

My parents have been staying in their home now for over 10 years. They are well advanced in age, been married for 64 years. In all their years they have never been blacklisted or in debt. Solver Property Services have recently taken over the management of Lessing Close Complex in Rynfield. Mr Ratcliff is the complex custodian. They are saying that my parents owe them money and therefore they had the right to actually refuse them access to their own home. How ******** is that!! What if my parents had an emergency and could not get in or out their own home. If anyone can give me advice on this matter I would like to lay a ******** charge against them. Mr Ratcliff said he was going to come and see them at their home to have a look at all the receipts that my mom kept, and has fully paid for every month, just to establish the truth. He never even bothered to see them and the following day he blocked their remote control so that my poor parents were stuck.
