Solomons Bus Services refusing to refund me

We Hired 10 busses from Solomons bus services for a church function in October. On the day the busses arrived 2 hours late. 8 busses arrived and the 9th bus were one that returned from the picnic venue to pick up the rest of the people waiting for transportation. The 10th bus never arrived. As per my conversation with Mr Leon Solomons he stated that he saw there were no need for the 10th bus and told the driver to go back to the depo.

My problem is that we paid for 10 busses and only received 9 and now Mr Solomons are refusing to refund me for the 1 bus. Whenever you phone Mr Solomons or his wife are not available Please advise on a way forward
