Water meter problems with municipality

7 years ago I app**** to have a water meter with no success at my property. Eventually in December 2018 the munisipality put in a water meter. I am a single person with no garden. They put my water rates for the 7 years at R2500 per month. The rest of people around me pay maximum of R150 per month. My account was soon R61000 because I refuse to pay for water I did not use. I write letter after letter, phone so many times I could not count an went to every department in the municipality with no success. I am tired of begging and asking for them to fix my account. Since they installed my water meter, my water account per month is R35
