Insane water bill

My water bill is highly insane for the past years or so. From a mere R300+ on a monthly basis to over R3000 a month, how insane is that? I have tried everything, from pulling out all the pipes as advised by the municipality to see if there is any leaks but still no solution. For a household of 3 people? I have had this challenge for over 2 years now without any luck of resolving it anytime soon.
