Paying for broken internet!!!

So i have been having issues with this Internet Provider (SNOWBALL) since i recieved it. I gave them so many changes to fix the nett and they did, but every 1-3 weeks the internet fails and i give them a call to tell them i have problems but nothing seems to happen. No one seems to fix it and then no replays. I make tickets and then they close the online tickets to say its working perfect and then i have a look to see if it does but its doesnt work at all. I work in Africa alot and when i have time to go online to watch some videos and play some games i cant ( PACKET LOSS< HIGH PING ECT. im paying for a 4 meg line but only recieving half if im lucky. ANYONE HAVE AND IDEA IN GORDENSBAY WHAT INTERNET PROVIDER IS BETER LET ME KNOW THANKS
