10mbps line and you get only 0,27mbps

We are paying R1299,00 per month for 10mbps uncapped wifi. We are so far from getting 10mbps, it is not even funny. 90% of the time you cannot even log into your emails. When you phone it, everybody is very helpful but nothing gets done and the problem still persists. Doing a speed test you find your 10mbps line gives you anything from 0,27mbps to 7,02mbps, which i was then told it was very good for a 10mbps line, and that from the technical department. BULL****. Have spoken to sales and was told that this is not right and that it will be escalated to a manager, and that they will come back to me. Nobody has come back to me yet, and that is 3 weeks later.
