Shocking treatment. No Stock

I have previously purchased from Snatcher without a problem I placed my order and tried to follow-up , very very delayed response to email's . They claimed that there was no stock but continued to advertise the item on their website , which means that people were paying for the item but they knew very well that they could not supply. Tried cancelling the entire order as it did not leave their warehouse at the time , they wanted to charge me 15% cancelation fee. The balance of the items arrived almost 19 days later , excluding the 1 item . The items I received seem to have been used and had some visible signs of scratchers and the packaging was open , I took photos and sent an email at once but to date the items have not been collected and too date I have not received the refund for the 1 item that was not supp****. I have failed with them , also they advertised a 300w solar light but when I received the item it is no where near 300 watts . The specifications are incorrect . 28 Days later I am still trying to get some time of positive response , they only respond to 1 portion of your email and ignore the rest of the concerns that are highlighted in the email. They also constantly confuse the matter.
