Endless apologies and no refund

I placed an order for a smart watch then I decided to cancel my order on the 19th Feb . I was advised that I will be penalised 15% of the money and the TAT for refund will be 7-10 days. I have followed up 3 times already all I am being told it’s that they are processing the refund as fast as they could.

What does TAT of 7-10 days really mean? Am I ever going to get my money back?????

This is so frustrating !!!!
