Bad service and poor communication

I have ordered a shoe cabinet from Snatcher on the 6th of February and up to so far no delivery has been made. on their website it still says in progress for more than 15 days. If they do not have the products can they just refund me. I am so disappointed in them. I have been sending them messages and they are ignoring me mxm.
