Vehicle Registration

I bought a Polo6 comfort liner in 2015, couldn't change the vehicle to my name because licensing department requested the first owner's permit and passport I contacted Smithluc they only emailed me a passport I waited for the permit till today, my disc expired April 2016 I can't even renew it, I called, emailed no one is helping me the answer I get is to be patient its now two years full being patient without any help I am like somebody without a car but I bought it cash can somebody help please.
