Vehicle not licensed

It took 5 weeks to get documents for a vehicle after receiving documents I went to the traffic department to for registration only to be told the vehicle it’s not licensed a big organisation making this silly mistakes it started with selling a vehicle without documents being ready now license from February 24 / 02/2021 my quotation is who is going to be liable for my penalties because 21 day is due long time are you going to issue a updated invoice. This is bad for business .
