smart will never approve your claim

I had a torn part underneath my front bumperr. This damage occurred about a year ago. Recently I got scratches on my front bumper and I claimed for repairs. They asked me to send them 2 competitive quotes which I did. They then rejected my claim because there's a ton part underneath the bumper which they don't cover. I asked why are you rejecting the claim for something I didn't claim for, something that was never quoted for, something that I don't want to fix because it's underneath the bumper it doesn't even show or affect the safety of my car. According to insurance policies you cannot combine 2 incidents in 1 claim but yet smart insurance is doing exactly that and they are failing to explain why. now they are refusing to cancel my insurance so I have to make sure the are no funds in my account
