Is this a legitimate business

Placed order for pair of shoes early Feb. The order was confirmed. Since I have not received the package or any follow up from SmallSt. I have tried via various means to reach out to *** and they have not responded. In fact today when I whatsup called them they cut the call! Is this a legitimate business. How do we take this forward.
