Waiting 8weeks for paperwork

I, my company, received a large consignment in December with incomplete paperwork. I reported it straight away. Namibia just gave me a flat ignore. I escalated it to South Africa. Things started to happen. I got half my paper work. Still needed the SA paper work to be done. Mails have been sent, daily and weekly. Now nobody is getting back to me. I need the papers and don't know where or whom to turn to. My hands are cut. Just need to know who can help me, or if nobody want or will help me to tell me so.
