Vehicle License not delivered past 12 working days (Ongoing)

I am frustrated with Skynet Courier. I had paid for my Vehicle license via Natis Road Traffic website portal and Skynet was the courier services. The document stated delivery is within 3 to 5 working days and its now 12 working days that has gone. There were SMS sent saying that it will be out on delivery twice and I never received my delivery. I had contacted the License Offices and I had to wait approximately 55 minutes to get to the recipient. I managed to get a tracking number and then called the Skynet number which took more than an hour to go through to the switchboard operator. I asked the lady Ncubeko about my delivery and why it has not been delivered during the timeframe that they were suppose to and she rep**** that the driver was late on two occasions. I then asked her to transfer me to the Supervisor and the call got cut which I never get a callback to continue my discussion. Please note when I did call they had confirmed that all calls are recorded, I would like Management to go through my call log and please advise whether my Vehicle License will be delivered by this year. My License disc is now currently expired and I would like to know who is going to be responsible if I get pulled over by a police officer and receive a fine. This was a paid service with poor service delivery and communication. I would like to know on a way forward to resolve my problem with the Poor Service delivery from your Team.
