Useless service/compromised my personal information

I paid for the license renewal on the 28/09/2024 and I received an sms on the 29/09/2024 advising that the vehicle license parcel is out on delivery. I still have not receive my license disc or even a call advising when I can expect the delivery. Today I called RTMC and I'm told that my disc was delivered on the 01/10/2024 and a Fremando signed for my package. I don't know who that is and I was told to have my ID/license ready to receive the package so who is this person they gave my package to and what proof did he present to them?

I have been trying to call them since 9 and have been holding for over an hour
