Useless service

My license disk that i waited for for a while has been out for delivery since last week Tuesday, I called Thursday and they said it will be delverd, it was not. Friday comes around i call again, same story but now i got connected with the driver who can barely speak English said it will happen today.

Monday (Today) comes around and was promised it will be today between 3 and 5pm and still nothing.

What is the point of out for delivery SMS if they wont deliver in that day, what is the point of connecting me to the driver if the driver wont understand me.
