Slow delivery

Have been waiting for a delivery since 01/12. As per their tracking system it was out to be delivered on the 1 Dec, 8 Dec, 12 Dec and today.

I was supposed to receive this package 2 weeks ago as I paid for the service.

What seems to be the problem?
