Sky net service not up to standard

If i can give worst star than one I ordered. I ordered online licence papers at RTMC and Sky net send a message package on the way a day later i received a Message that package was delivered but i did not receive anything, Upon calling Skynet they send me the delivery note and its no one at our buildings signature they would take it up with operations department and get back to me. till now no feedback and i need these documents urgently.
