Poor delivery or communication

The delivery guys use WhatsApp as a way of communication, if you don't see the message they take your parcel back to the warehouse. I was waiting for my parcel from RTMC on the weekend only to find out the guy sensed me whatsapp and he didn't bother to call me, when I call him he said he returned the parcel to the warehouse. Today I tried to call the customer service the guy who helped me is also rude. Their customer service is bad. Like now I must wait for a week again for my vehicle liecence disc. How can their delivery guys not have airtime while we are paying for the delivery?
