Parcel not delivered to the specified person

Good day, I would like to file a complaint to Skynet Worldwide. I sent a parcel from East London to be delivered to a specific person at the Department of Higher Education and Training in Pretoria. In this parcel there were urgent documents that were needed as a matter of urgency. The package was not delivered to the person specified as per the instructions but was delivered to a central registry and I do not know on whose instruction. At first, the documents could not be located as the person who signed for them was not the intended recipient. After calling Skynet three times, I managed to get hold of the driver who delivered them who then told me where he delivered them. This service is unacceptable as he delivered to an incorrect building and to an incorrect person not as specified in the parcel. The documents still have not reached the intended recipient and are now late.
