Package not delivered but signed for by 3rd party.

Waybill *** - my motor vehicle license was meant to be delivered to my residential address, it never arrived. When I check the tracking online it confirms that my package was for by a 3rd party, without my consent or prior arrangement. I need to understand as to how this could of happened and why didn't someone contact me if there was an issue delivering the package.
