My goods not delivered since 9th Dec 2015

I bought something on bid or buy from China. It was shipped to Johannesburg on the 6th of Dec 2015. I was told my goods were held up in customs since the 9th of Dec 2015 and they asked me to pay a penalty of R2050 which I did pay. But till today I have not received my goods.
